This law was signed in 1996 after a seven-year-old, Megan Kanka, was raped and murdered by a previously registered sex offender. The fact that the murderer was previously registered but still managed to get away with this caused an outrage within the community. This prompted the public demand for a public community notification of sex offenders and child molesters.</p>
<p>Megan’s Law requires two main components. The first is Sex Offender Registration. The 1994 Jacob Wetterling Act requires that states register all offenders registered of sex crimes against children. This information is available to the public as these individuals pose a threat to those living around them, thus they have a right to know about their past. States must place public safety before the privacy interests of these sex offenders. This information is released to certain public agencies and the general public to keep them safe.</p>
<p>The second part of this law is a community notification. Megan’s Law allows each state to set up criteria for disclosure, but urges them to make private and personal information on registered sex offenders available to the public. Community notification aids in law enforcement investigations and establishes legal grounds to hold known sex offenders. This also allows citizens to obtain this information so that they are aware if there are any registered sex offenders in their community.</p>
